AFFIDAVIT OF CLARK BAKER 1 I, CLARK BAKER, do hereby make the following sworn declaration. All matters 2 contained herein are of my own personal knowledge unless stated as based upon information and belief: 3 4 1. I am a resident of Los Angeles County, California. 5 6 2. I joined the US Marine Corps in 1975 and served 42 months in the Far East, India and 7 Central America. I was honorably discharged in 1981. 8 9 3. I am an honorably retired member of the Los Angeles Police Department (1980-2000). During my career, I served in patrol, vice, narcotics, air support and 10 traffic-related assignments. I am a licensed commercial helicopter pilot and SCUBA 11 divemaster. I have received training and certification as a narcotics expert and have 12 qualified in court as an expert in more than fifty criminal cases on the subject of drug 13 use, intoxication and addiction. This included training in the basic sciences from 14 other experts including Forrest Tennant MD, who operated numerous pain clinics in 15 the Los Angeles area during the 1980s and 1990s. 1 I received training related to drug use, metabolism, symptoms and neurochemistry of addiction and intoxication. For 16 my investigative skills and conduct as a police officer, I have received more than 17 eighty local, state and federal service commendations. 18 19 4. Based upon that training, I arrested, interviewed, mentally evaluated and physically 20 examined more than 2500 high-risk immune-compromised IV drug users.
