城市社区网格化管理的研究-基于宿迁市宿城区的实践.doc

PAGE I第 PAGE I PAGE PAGE I 摘 要 随着我国经济的快速发展，人民生活水平逐步提高，随之而来的是对城市管理要求的提高。为了满足人们日益丰富的物质生活需求，政府的职能在不断转变，同时也在不断探索适合社会发展的途径，社区网格化管理是我国政府为适应当前发展需求的一种新的管理模式，社区网格化的应用越来越广泛。最近几年，人们对社区的网格化管理进行了大量的探讨。如何将社区网格化管理灵活运用，如何通过社区网格化管理提高人民的日常生活幸福感、激发社会活力、维护国家安全，创新基层管理模式成为重要课题。 本论文以宿迁市宿城区为例，采用访谈法对宿城区社区网格化治理进行研究。自网格化管理实行，对宿城区的社区管理产生了积极的影响，比如上访和投诉等问题较以前有所改善，社区工作人员的服务水平有所提升，居民的满意度也得到了提高。但是仍然存在社区网格员整体结构不合理、网格化管理培训亟待加强、网格化管理工作量较大、公众参与度低等问题。主要原因有网格员队伍建设不完善、政府职能界定不清楚、公民的意识相对来说较为薄弱、社区自身的发展不健全以及网格化管理人员的培训不健全。最后，本人将从明确方针政策，加强人才队伍建设，创新培训方式，提高公众参与度，等方面提出相应的意见建议。 关键词：城市社区 网格化管理 智慧社区 PAGE II第 PAGE II 第 第 PAGE III 页 Abstract With the rapid development of China’s economy, people’s living standards have gradually improved, followed by the improvement of urban management requirements. In order to meet peoples increasingly rich material life needs, the governments functions are constantly changing, and at the same time, it is constantly exploring ways suitable for social development. Community grid management is not only a management mode that meets the current social development needs explored by the government, but also a new management mode. With the continuous use of community grid management. In recent years, there are more and more researches on community grid management, which has certain guiding significance for how to flexibly apply community grid management, improve peoples happiness in daily life, stimulate social vitality, safeguard national security and innovate grassroots management mode through community grid management. Taking Sucheng District of Suqian city as an example, this study studied the grid management of urban community through questionnaire survey of grid members and random interview of grid members and residents. It is found that the continuous deepening of grid management has a positive impact on community management in Sucheng district.
