青年社会组织参与社区公共服务供给研究—以宿迁市青壳公益服务超市为例.doc

摘 要 随着我国经济发展和社会结构的变化，人们对多样化的社区公共服务的需求越来越大，但是传统的政府管理和市场提供已经无法满足社会大众的多样需求，社区公共服务的供给模式在此背景下进行改革，社会组织逐渐成为承担社区公共服务供给的重要主体之一，在社区治理和提供公共服务方面发挥出强大活力。政府通过相关政策，鼓励社会组织参与社区公共服务供给，推动更加细致、目标明确的社区治理，强化社区公共服务职能，实现社会组织参与社区治理和居民自治之间的良性互动[1]。例如，宿迁市委结合工作实际，将“青年志愿服务进小区”作为工作的切入点和着力点，以“青壳公益服务超市”为基础，创新青年社会组织有效参与社区公共服务供给模式，满足人民群众对普遍关心的社区公共服务的多样化需求，完善对社区资源的合理配置，进一步提升社区服务水平。本文以青壳公益服务超市作为切入点，探索青年社会组织运行的模式，分析青年社会组织参与社区治理，提供社区公共服务面临的问题，并总结相关经验，提出完善路径。 关键词：青年社会组织 社区公共服务 社区治理 Abstract With the countrys economic development and changes in social structure, peoples demand for diversified community public services is increasing, but traditional government management and market provision have been unable to meet the diverse needs of the public. The supply model of community public services should be reformed in this context, and social organizations have gradually become one of the important bodies responsible for the supply of community public services, and have played a strong role in community governance and the provision of public services. Through relevant policies, the government encourages social organizations to participate in the provision of community public services, promotes more detailed and targeted community governance, strengthens community public service functions, and realizes the benign interaction between social organizations participation in community governance and residents self-governance. For example, the Suqian Municipal Party Committee took youth volunteer service into the community as the entry point and focus of its work, based on the green shell public service supermarket, innovated the mode of youth social organizations to effectively participate in the supply of community public services to meet the needs of people.
