摘 要 随着21世纪改革开放的不断深入,我国社会也在逐渐迈入转型期和发展期,人们生活水平和生活满意度也随之逐渐提高，但同时，突发公共危机事件发生的频率也大幅度增加，因此，提升政府突发性公共危机应急管理能力显得至关重要。 本文通过文献研究方法对国内外学者关于政府公共危机应急管理能力的相关研究进行分析，获得研究经验；通过案例分析法对盘锦市自来水可点燃突发事件进行案例分析，挖掘出其存在的问题分别是政府公共危机应急管理意识不到位、信息获取不及时、机制不健全。经过分析，总结其原因包括缺乏公共危机应急管理意识教育、忽视公共危机应急管理信息的重要性、多领域的潜在危机事件诱导因素增加三个方面。并通过分析具体原因引发对政府公共危机应急管理能力的相关思考，盘锦市自来水可点燃事件的彻底解决主要从增强政府公共危机应急管理意识、加强政府公共危机应急管理信息获取、健全政府公共危机应急管理机制三个方面入手。 关键词 ：公共危机；应急管理； 自来水可点燃 PAGE IV PAGE II Abstract With the continuous in-depth of the reform and opening up in the 21st century, my countrys society has gradually entered the transition period and development, and peoples living standards and life satisfaction have gradually increased, but at the same time, the frequency of sudden public crisis incidents has also a large extension.
