关于加强政府服务中小型企业的对策研究——以瓦房店市为例.docx

沈阳师范大学学士学位论文 瓦房店市中小企业政府服务研究 PAGE I 摘 要 随着我国社会主义市场经济的不断完善发展，我国政府对服务于全国中小企业的发展越来越重视。近年来，瓦房店市在经济百强县中名次持续下降，从1994年的第2名至如今的71名，是县域政府在向中小企业提供公共服务时存在失误，导致县域政府在经济发展和产业振兴上后劲不足的现象。为探讨如何有效配置资源，提高瓦房店市政府工作效率，从而探寻出未来县域发展与保持中小型企业的动力活力的方法，将通过案例分析、对比瓦房店市与昆山市在提供公共服务问题时存在的不同。分析表明，当前政府存在服务意识不足、制度不健全、技术不完善等问题。对此政府应强化县域政府部门人员服务意识、推进落实制度应用、不断加强人才队伍建设、继续学习增强县域内的技术应用方面，为建设服务型县域政府不断努力。 关键词：政府服务；经济新常态；中小企业；瓦房店市  Abstract： With the continuous improvement and development of Chinas socialist market economy, the Chinese government attaches more and more importance to the development of serving the national small and medium-sized enterprises. In recent years, the ranking of Wafangdian in the top 100 economic counties has continued to decline, from the second place in 1994 to the 71st place now, because the county government made mistakes in providing public services to small and medium-sized enterprises, which led to the lack of momentum in economic development and industrial revitalization of the county government. In order to explore how to effectively allocate resources, improve the work efficiency of Wafangdian municipal government, and find out the methods of county development and maintaining the dynamism of small and medium-sized enterprises in the future, the differences in the provision of public services between Wafangdian city and Kunshan city will be compared through case analysis. The analysis shows that the current government has some problems such as lack of service consciousness, imperfect system and imperfect technology. In this regard, the government should strengthen the service consciousness of county government departments, promote the implementation of the system application, constantly strengthen the construction of talent team, continue to learn and enhance the application of technology in the county, and make continuous efforts to build a service-oriented county government.
