Power Control Parameters Open Loop Power Control Nominal Transmit Power Offset (NOM_PWR) ** Description : Nominal transmit power offset. The value set shall be used as a correction factor by the mobile station in the open loop power estimate for the initial transmission on an Access Channel. NOM_PWR is expressed as a two's complement value in units of 1 dB. This value shall be used by the mobile station in calculating the mean output power (dBm) level for the first open loop probe on the Access Channel in accordance with the following equation: mean output power (dBm) = - mean input power (dm) - 76 + NOM_PWR - 16 x NOM_PWR_EXT + INIT_PWR NOTE: For 800 MHz (cellular ) systems the value 76 in the above equation shall be changed to 73. It is not recommended to have a mobile station transmit at a very high value on the initial transmission due to the potential interference that it could cause in the network. On the other hand, it is also not recommended to transmit at a very low power level due to the potential risk of not being received by the base station. NOTE: If as a result of an Extended Handoff Direction message with Hard Hand-off set to 1 the NOM_PWR and NOM_PWR_EXT values change, the mobile station shall use the NOM_PWR and NOM_PWR_EXT values from the Extended Handoff Direction Message for its initial transmit power on the target cell. Messaging :Access Parameters Message, Extended Handoff Direction Message Range : - 8 to 7 dB Recommended Value : 0 (i.e. 0 dB if the network is calibrated for 4 Watts.)
