It stre sse s the importance of correctly distingu ish ing the differences between the natu res and targets of exp loration activities from the p ersp ectives of the Ch inese governm ent and oil comp an ies, and the nece ssity of p rop erly understanding and m anaging the relation sh ip s among strategic targets, tac tical m ean s and battle organ ization in o il/ ga s exp loration s.
