摘要 本论文在前人研究成果的基础上，遵循“提出问题→分析问题→解决问题” 的研究范式，回顾和总结了采供血的相关理论，并对我国采供血管理体系中存在 的问题进行了剖析，进而提出了相应的改善建议，这种研究在当前背景下无疑具 有重要的现实意义。具体而言，本论文的主要内容包括： 首先，回顾和总结了采供血管理的基础理论。在该章中，明晰了采供血行业 的相关概念，并运用公共产品理论和政府管制理论对血液物品的性质和我国采供 血管理体系进行了的必要的理论分析。 接着，分析了我国采供血管理体系的现状，即：回顾了我国血液管理体制的 历史沿革；分析了我国采供血管理体系中存在的主要问题和成因。 最后，在吸取发达国家供血管理体制的经验及启示的基础上，提出了我国采 供血管理体系改善建议。这些主要措施有：加强采供血的法制建设；进一步强化 政府管制的主导作用；构建政府与市场和非营利组织的多方合作机制；进一步完 善公众参与的无偿献血机制。 关键词：血液管理 问题 改善 建议 IV Abstract In this paper predecessors on the basis of research results, follow the question →analysis →Problem-solving paradigm, reviewed and summed up the blood collection and supply of relevant theories.
