From the 1990s since the beginning of exploration of the social security system for migrant workers, through effort of ten years, is still relatively confused many system mode coexist, the effectiveness of policy implementation is not ideal, migrant workers social security rights and interests were significantly impaired in the state. The main reason for this has two aspect: one is the migrant workers social security policy, including the policy vacancy, policy conflict and policy orientation policy objectives; second is the migrant workers social security covering all the main conflict between the interests of the migrant workers, especially the social security system construction and enterprise and local government conflict of interest, which is led to the system construction of troubled deeper reason. Migrant workers is ranged between farmer and citizen of a marginalized new vulnerable groups, the existence of unemployment insurance, medical insurance and labor protection lack of. This paper on these issues from different aspects, and perfecting the social security system for migrant workers problem put forward the corresponding countermeasures.
