基于扎根理论的可持续建设与公众参与关系机理研究 杨秋波 王雪青 （天津大学管理与经济学部，天津 30072） 摘要 可持续建设是可持续发展理念在建设行业的具体应用。公众参与是利益相关或感兴趣的个人、团体或组织对影响其发展的决策和资源进行影响和分享控制的过程。可持续发展模式需要协调经济、社会和环境的需求，必然要求积极的公众参与，特别是大量消耗资本、时间和资源从而对国家经济和社会发展有着直接影响的工程建设行业。公众参与是可持续建设的动力来源和重要标志，能够有效提升工程建设的决策和执行水平，积累社会资本。本文应用扎根理论，归纳了公众参与指数、可持续发展能力和公共维度的核心范畴，构建了可持续建设与公众参与的关系机理框架。 关键词 可持续建设；公众参与；关系机理；扎根理论 中图分类号：X22 文献标识码：A 文章编号： Relationship Mechanism between Sustainable Construction and Public Participation Based on Grounded Theory Yang Qiu-bo Wang Xue-qing (College of Management and Economics, Tianjin University, Tianjin 300072, China) Abstract: Sustainable development can be defined as development that meets the needs of the present without compromising the ability of future generations to meet their needs. Sustainable construction is therefore seen as the application of sustainable practices to the activities of the construction sector. Participation is a process through which stakeholders influence and share control over development initiatives and the decisions and resources which affect them. The sustainable development pattern striving to harmonize economics with social and environmental needs requires active public participation, especially in construction industry, which consumes excessive capital, time and resources that have a direct flow-on effect for the national economy and the nation’s socio-economic development. One of the key factors in making construction projects more sustainable is public participation. Based on Grounded Theory, some index as public participation index(PPI),sustainable development Ability(SDA) and public dimensionality(PD) is introduced to measure the relationship between sustainable construction and public participation. Such mechanism model is established in this paper. Key words: Sustainable Construction, Public Participation, Relationship Mechanism, Grounded Theory 建筑业通常占据工业化国家GDP的10%左右，同时也是资源、能源和原材料最重要的消耗行业，以欧盟为例，建筑业的能源消耗约占全社会能源需求的40%，二氧化碳排放量占全社会排放总量的30%，制造大约40%的人为垃圾[1]。中国是建筑业大国，
