US-ChinaEducationReview B，September2015，Vo1．5，No．9，541—551 doi：10．17265／2161．6248／20l5．09．00l ManagingStrategicPlanningtoBetterPractice ThomasBernardRowanIII ChicagoStateUniversity，Chicago，USA Strategicplanning(SP)isamainsrteampracticeinhighereducationtoday．Byvirtueofcompetition，thedemand fortransparency，andtheneedtooptimizeavailableresources，SPalsohasbecomean importna tpartofhigher educationmanagement．However，SPinpracticeisnoeasythingtomnaageeffectively．ImplementingSPmeets barriersarising from variousfactors：faculty motivation，exogenouslimitson institutions，nad inflexibleand formulaicrepetitiontopthelist．ThispaperdefinesanddescribesthebasicelementsofSP．Itthendiscussessources ofnegativefeedback ofrSP managementbefore consideringhow tominimize theirside effects．Thepaper concludesbyadvancingseveralcandidateconditionsofrmnaagingSPtobestpractice．First，SPshouldincorporate flexibilityandautonomyattheunitlevel(departmentoroffice)，togetherwihtproactivereceptionandtheabsence ofscapegoatingbyhigheradministration．Thisaspectofaligned plnaning includestheneedtoprovidesome timelineofanticipatedgainsofrunitsthatinvestintheprocess，andamechanism ofridentifyingandaddressing unitsthatunderperform．Second，SPshouldfocusnotonlyonissuesofnew fundingrequests，butalsotieannual reallocationstoassessmentandmakereallocationofexistingfundingarealpossibility．Third，SPshoulddevelop institutionalnetworksthat cutacrossoffi ces，departments，colleges，anddivisions．Workforceplanningshouldlink academicadministrationacrosstheinstitution’Sdivisions．Finally，SP requireshteintegrationofcostaccounting nad estimatesofrthevalueofnon-instructional，non—revenuegeneratingunits．Modelsofresponsibility—based budgeting，load-balnacing，na dreturnsoninvestmentarerelevantinthisregard．Baseduponth
