地方扶贫工作现状、问题及对策——以云龙县为例 摘要 近年来，云南省云龙县大力开展扶贫工作，取得了良好的成效。但不可否认，云龙县地方扶贫工作发展进程中存在的问题，例如：扶贫渠道狭窄、工作后劲不足、基础设施建设滞后、福利性项目分配缺乏规范、基层扶贫组织缺乏主动性、贫困人群科学文化水平低下，基层扶贫阻力大、扶贫政策自身设计存在一定缺陷等问题。并针对上诉问题提出一些解决对策：拓宽扶贫渠道，促进种植业、养殖业等发展、完善基础设施建设、大力发展专业合作经济组织、强化福利项目监督、提高基层扶贫组织自主性、积极开展智力扶贫工作，提高贫困人口科学文化水平、完善扶贫政策设计机制。以期能对云龙县扶贫工作有所启发和帮助。 关键词：地方扶贫工作；可持续发展；经济状况  The present situation, problems and Countermeasures of local poverty alleviation——In Yunlong County as an example ABSTRACT At present, Yunlong County local poverty alleviation work has been steady development, but there still has many problems. Based on the analysis of related data, we can know that the process of development of the poverty alleviation work in Yunlong County is:the ways of the poverty alleviation is narrow, the local poverty alleviation poverty alleviation efforts insufficient infrastructure construction lags seriously hinder the development of farmers specialized cooperative economic organization of local poverty alleviation and development is not mature, the welfare project allocation is lack of standardized, the initiative of the grassroots poverty organizations is poor, and also the scientific and cultural level of poor people is low, the grassroots poverty have so many resistance and the poverty alleviation policy has some defects and some other issues. So there are some countermeasures to solve the problems: Broaden the channels for poverty alleviation, Promote the planting industry and the breeding industry, Improve infrastructure construction, build professional cooperation economic organization,To promote the development of specialized cooperative economic organizations, to improve the economic market competitiveness, to strengthen the construction of welfare projects, to improve the initiative intelligence work, to improve the scientific and cultural level of the poor population, to perfect the mechanism for poverty alleviation policy.
