社区工作指导下的残疾人社会功能恢复————以深圳福田区残疾人康复中心为例 摘 要 作为中国社会最为特殊的弱势群体，我国残疾人及其家庭的生活状况总体而言不容乐观，它说明我国的社会保障以及相关方面的社会福利的不全面以及不到位。本文的主旨就在于找出这些缺陷，并提出科学合理的解决方案。 随着我国全面建设小康社会与构建社会主义和谐社会的进程不断深入，一个必须解决的现实问题就是要全面改善社会弱势群体的生存和发展状况。占我国贫困人口相当比例的残疾人，如果没有制度化的社会保障机制，没有社区的扶持政策作保障，就难以缩小与经济、社会发展的进步所带来的差距，就不能使他们获得改革发展所带来的实实在在的利益，并直接影响到我国实现全面建设小康社会的目标。 本文提出结合社区的功能，帮助残疾人进行社会功能恢复所面临的主要问题，这一些问题有其外部???素，包括传统意识、政策制度、社会氛围等，也有其特殊的内部因素如家庭条件、心理因素、残障限制、文化水平以及就业技能等。面对这些问题，我们需要系统的方法来解决。 关键词：社区、残疾人、家庭经济、发展、人权、科学发展 Abstract As the most special weak group in the Chinese society, the living situation of the disabled and their families, in general, is not so ideal. As the process of fully establish the “Xiao Kang” society and the accordant society in our country being pushed, an actual problem that is in urgent need to be solved is to improve the surviving and developing conditions for the social weak groups. The disabled, who has taken a relative large proportion in the popular of our country, if go without a social insurance policy that is systematically ruled or without the supports and policies from the governments, the deviation that are brought in by the development of society and economy would be hard to remove, and no actual benefit would be created by the innovation, it will directly affect the objective of our country to fully establish the “Xiao Kang” society. If we want to improve the living conditions of the country disabled families in our country, we will mainly face the problems like lack or income, psychological elements, disabled limits, cultural quality and occupational skills. Facing these problems, we need to adopt systematic methods to solve it. Relative country disabled family economical developing strategies include increasing the policy system insurance, create working duties and conditions, strengthen the occupational skill education and training, train the healthy psychology of the disabled, helping them to be cured and establish the social disabled approving environment and so on.
