摘 要 面对日益严峻的毕业生就业形势，政府调控和市场调节左右着就业市场的和 谐与安定。政府作为就业市场的宏观调控者，具有规范人力资源市场并提供公共 服务等积极职能，市场基于其经济规律，亦需在其作用领域发挥根本性的效能。 如何厘清市场与政府的作用领域，充分发挥政府和市场的协同作用，是理论和实 践研究的盲点。 本文首先从我国和福建省大学生就业现状、存在问题及其成因入手，从法理 和实践两个层面，阐明二者发挥作用的局限性，厘清各自作用的领域，得出“失 灵”的市场吁求政府的积极调控，有限的政府呼吁市场及时补位的共识。接着从 国外毕业生就业过程中，政府调控和市场调节中吸取经验和启示，进而归结出政 府在毕业生就业中的应然定位和市场作用的空间。 最后，笔者结合福建省在毕业生就业中如何发挥市场基础性作用，加强政府 宏观调控着眼，从加强政府调控力度、构建政策体系，完善就业服务职能，落实 各级各类政策等多方面入手，对促进福建省毕业生就业提出对策性建议，以资参 考和借鉴。 关键词：政府与市场；大学生就业；福建省；政策研究 Abstract In the graduate employment market facing increasingly fiercer competition，the government and the market regulate the harmony and stability of the employment market．As the macro regulator and controller of the employment market，the government has the active functions such as regulate human resource market and provide public services．Based on its economic rules，the market also needs to play a fundamental role on its acting field．How to clarify the acting fields of the market and the government，give full play to their synergistic performance，is the blind spot in the theoretical and practical research． This article starts from the current employment situation，existing problems and the reasons of domestic graduates and Fuj ian province’S graduates，from the two levels， legal principles and practices，to explain the action limitations of the both，clarify each acting field，and gain the consensus which“failure”market needs active regulations of3 the government，while the limited government called for timely coverage of the market． Then from the process of foreign graduate employment，gain experience and enlightenments from government control and market regulation，to conclude the orientation of government and acting space of market in graduate employment． In the last，the author combines how to play a basic role of market in the graduate employment of Fujian province，starts from strengthening governmental macro control， analyzes from strengthening governmental control，constructing political system， improving employment serv
