ABSTRACT In the purpose ofpromoting the liberalization oftrade in services，multilateralism has been the main topic in international society,but the development of multilateral m1懿ale going through extremely difficult,after repeated negotiations，only a small stop forward．However，the bilateralism criticised by some scholars has been rapid increased at the end of 20th century to early of 2 1 st century,the scholars who committe to the development of multilateral rules believe that this development trend of bilateralism has advcrsely affected to the development multilateralism．Is really such a conflict relationship between bilateralism and multilateralism?From this perspective,this paper analyzed the relationship b吐we锄the two in detail，and discussed the role of MFN treatment between them,on the basis of this，proposed some advices for China to how to deal with MFN treatment when conclude treaties． Besides the preface and conclusion,the text is divided into four chapters： Chapter I analyzes the core of the liberalization of international trade in sefvi∞s_一MFN treatment,smnmarizes a brief overview of its e．埴ncrgence and development,compares the difference of the MFN treatment bctwocn the General Agreement on Trade in Services(hcreinafler referred to as the GATS)and the Genial Agreement on Tariffs and Trade 1 994(hereinafter referred to勰GATrl 994)， Then in the second quarter describes the value of MFN treatment which is its contribution to the liberalization of trade in services in detail，mainly relates to two concepts：the concept of national equality and the maintenance of constitutional function of freedom of international trade rules．this part is the foundation of the second chapter and the third chapter,mainly theoretical analysis． The second chapter discusses the specific relationship be呐嘲bilateralism and multilatcralism,丘】嘲；锄alysi铭the impact of bilateralism and multilateralism 011 liberalization of services in trade under the environment of liberalization of trade in
