1 目的 Objective为规范临时用电审批程序，防止触电和电气火灾事故发生，保障企业财产和人员生命安全，制定本。To standardize the review/approval procedures for use of temporary power, to prevent electrical shocks and electrical fire incidents, and to safeguard the Company properties and lives of workers. 2 适用范围 Scope of application 适用于公司所属各单位、承包商和及其作业人员。 This standard defines temporary power approval procedures, safety measures, process management, electrical equipment protection, management on electrician, personnel using power and power permit which applies to all departments of the Company, contractors and their workers. 3 术语或定义 Terms or definitions3.1 临时用电：在运行生产装置、罐区和其它易燃易爆危险场所接驳、使用临时电源。Temporary power use: refers to temporary power supply to be wired or to be used in areas of the process units in operation, tank farms and other flammable and explosive hazardous areas. 4 职责 Roles and responsibilities4.1 HSE部负责临时用电监督。HSE Department shall be responsible for developing the Standard for Use of Temporary Power and supervision of the implementation of this Standard. 4.2 机械设备部负责临时用电管理，电气车间负责办理《临时用电许可证》（以下称电票），负责确认临时用电技术措施、临时用电线路和临时用电设施的安全可靠性。Mechanical Department shall be responsible for the management on use of temporary power, the Electrical shall be responsible for handling the “Permit for Use of Temporary Power” (hereinafter referred to as power ticket), and confirming the safety and reliability of use of temporary power, temporary power cables and temporary power facilities. 4.3 业务团队负责确定并监督落实现场安全防范措施，指定临时用电安全监护人，办理与临时用电相应的《二级用火作业许可证》（以下称火票）。 The business teams shall be responsible for determining and supervising the field safety precaution measures, designating temporary power safety attendant, and handling the “Secondary Hot Work Permit” (hereinafter referred as fire ticket) corresponding use of temporary power. 4.4 施工作业单位负责申办相应的火票和电票，负责落实临时用电安全防范措施，保证用电过程的安全。The construction operation units (contractor) shall be responsible for applying for the corresponding fire ticket and the power ticket, implementing
