After new China has been established, our government has adopted the policy of restricting and banning, prostitution phenomenon had been vanished. In nowadays, with the policy of reforming and opening to the outside world, the prostitution is developing with high speed to attack our social civilization construction. In the modern significance. prostitution refers to “not specifically” between men and women to take money belongings as the medium to carry on improper sexual relationships. Presently, the punishments of prostitution behaviors cannot merely pause in the punishments to the prostitutes, but also should severely attack the illegal behaviors to organize, force, tempt, allow and introduce prostitution. The behaviors of prostitution need to enlarge the comprehensive maintenance of public security, take “guards” primarily, take “controls” as the idea, take “hits” as the auxiliary handling strategy, fundamentally eliminates the environments of prostitution, eradicates this social malignant tumor. Key words The behavior of prostitution； The contributing factor of prostitues； The handling strategy of prostitution 娼妓，在我国历史上是一个较早产生且长期存在的产物，早在奴隶制社会就伴随着宗教产生了“巫娼”。随着封建制度的确立，中国相继出现了汉代的“营妓”、唐代的“官妓”、宋的瓦舍元的监护和明的乐坊等清康熙官妓制度，改为妓院私营，这种现象时期不属于《刑法》明文规定的犯罪，但它的违法性是不容置疑的这一社会现象无论存在于什么时代都是丑陋的不特定男女双方之间的相互勾引、结识、讲价、支付、发生性行为是卖淫嫖娼行为的行为构成要件广义和狭义。狭义的卖淫定义指以肉体换取金钱的行为义的卖淫定义指补偿既非属于性欲方面的又非属于感情方面的一切性行为出于其他任何别的目的、动机、原因进行的性行为均属于
