Abstract As an important personality ,The right to Privacy has been protected by legislation and justice in great major countries .The protection to privacy right by our country begin in the early 1980s in 20th century and has obvious progress in recent years，but it not to be as an independent personality right in general civil law .This status causes the judicial practice at loose ends .Civil privacy right couldn’t receive comprehensive and effective protection .This article analyses to the request to legislation ,further point out the importance and necessity in establishing privacy right
