Study on Current Construction of Administrative Ethics of Local Government in China ——Take Lanzhou as an Example A Dissertation Submitted for the Degree of Master Candidate：Fu baoming Supervisor：Wang zhenhua Chang’an University, Xi’an, China 摘 要 行政伦理，即行政主体在其行政行为过程当中所应该遵循的伦理，是职业道德在 行政领域中的特殊体现，是行政伦理价值观、行政伦理规范、行政伦理制度的总和。 本文是在依法治国和以德治国相结合的时代背景下，在建设社会主义和谐社会的历史 时期，针对当前我国地方政府行政行为存在行政伦理失范现象以及行政伦理建设相对 滞后的问题进行写作的。在写作的过程中，首先对国内外学者关于行政伦理建设问题 的研究现状进行了横向或纵向的梳理，从而使本文在写作过程中获得了理论上的支 撑。其次，对当前我国地方政府行政伦理失范的表现和原因进行了剖析。其中，对当 前我国地方政府行政伦理失范的表现分别从行政主体的道德意识和行政主体道德行 为两个层面进行了分析；对当前我国地方政府行政伦理失范的原因分别从历史和现实 两个角度进行了探析。接着，本文对兰州市政府在行政伦理建设过程中具体实践进行 了论述，对兰州市政府近年来在行政伦理建设过程中取得的实际成果和带来的启示进 行了归纳总结，强化了本文与我国地方政府行政伦理建设现状的密切联系。最后提出 了当前我国地方政府在行政伦理建设过程中的总体目标和具体对策。 关键词：地方政府，行政伦理建设，现状，原因，对策 i Abstract Administrative ethics, namely the ethics which should be followed in the process of the administrative actions, are occupation moral showing in administrative field and the total of administrative ethical values, administrative ethical principles and administrative ethical system. Under the background of ruling country by laws and by virtue and in the process of creating a harmonious socialism, the paper is wrote in view of administrative ethical lost and the building of it which is falling behind.
