One is that old infectious diseases keep recurring and new infectious diseases keep turning up and another is that a great deal of drug-resistant strains have grown quickly, resulting in the constant appearance of many infectious dis- eases.However, these new trends cannot be properly handled and prevention and cure of infectious disease cannot be conducted effectively without the solution of some serious problems, such as the slow development of prophylactico- therapeutic institutions, waste of medical and health resources resulting from the inappropriate set-up of institutions, and lack of specialized personnel.or this reason, it is imperative for prophylactico-therapeutic institutions to adapt themselves to the new circumstances, change concepts, and expand the scope of their academic research;to readjust the structure of their institutions, straighten out various relationships, and be more strict in the enforcement of laws; and to exert themselves in the enrichment of their knowledge and enhancement of their expertise. 【Key Words】　Prevention and cure of infectious disease;　Management 　　、 ,, , ,, , , , 、 ,, , 。 , , 2002 : , 。 2001 188.62/10 , 1., : 0.29/10 , 10 。 、、 ,, 、 , , 、、 。 。,, 、、 。,21 ,。, , 。 , [1] 、 。3 ,
