Take theSO allocation program ofdifferent dites in the 2 PearlRiver DeltaRegion as study example, environmentalcapacity, existing pollution discharge, population andGDP are consid- ered as thedeterm ining factors. The results indicated that the allocation program is reasonable and universally acceptable, but fu-r ther mi provem ent is needed from the view of social econom ic development and environmentalproperties.
