He will form the new Cabinet on the suggestion of the Queen. Then the new government comes into being. The party that wins the second most seats is called the Opposite. It will form a Shadow Cabinet in order to supervise the government. If no one wins over the half of the seats, the party that wins the most seats will co-operate with another one form a coalition government.
