创新地方政府基础设施建设融资模式
激活民间资本投资意愿

［摘要］当前，我国经济发展中存在着一对矛盾：一方面城市基础设施建设和公用事业发展资金
不足，另一方面大量民间资本找不到合适的投资途径。本文围绕解决这对矛盾，论述了目前基础
设施建设中政府主导型融资模式进入困境，对创新地方政府基础设施建设融资模式、激活民间
资本进行了可行性分析，并提出了创新地方政府融资模式、激活民间资本投资意愿的途径选择。

Abstract: Nowadays ，there is a pair of contradiction in Chinese economic development. On one hand ，urban infrastructure
construction and public utilities lack enough funds; on the other hand ，much of civil capital can not find suitable investment
