摘 要 本文以有效防范社区廉政风险为内容，在分析社区权力结构的基础上，通过 对案件查办、信访投诉、行政监察、社会调查等资料进行归类分析和数理统计， 探讨出乌鲁木齐市水磨沟区社区廉政风险的内容、类别、表现形式、发展态势以 及产生原因，归纳出社区廉政风险主要集中在人员素质、财务管理、行政协管和 管人用人几方面，结合现代管理学相关理论，应用风险分析的方法，得出从教育 培训、岗位职责、权力约束、制度建设、监督制约、规范业务办理等方面对社区 进行分级管理的防范途径，同时建议加强纪律建设，约束社区工作作风方面的隐 形腐败，探索出符合本地发展的社区廉政风险防范的新路径。 关键词：社区; 廉政风险; 防范 I Abstract This paper takes community incorrupt government risk effective precaution, based on the analysis of the community power structure ，conducts classification analysis and mathematical statistics by materials of case investigation, petition complaint, administration supervision, and social investigation, explores the content, classification, representation form, development situation, and production reason of incorrupt government risk for Shuimogou District, Urumqi, draws the conclusion that incorrupt government risk is mainly focused on aspects of personal quality, finance management, administration coordination and assistance, people management and people appointment, gets precaution method on community hierarchy management in the light of education and training, post responsibility, right restriction, system construction, supervision, standardized business, process compliance by combining relative modern management theories and applying risk analysis method, and it is proposed to strengthen principle construction, restrain invisible corruption of community work style, explore a new way of precaution for incorrupt community risk complying with local development.
