摘 要 本文以“乡镇政府行政管理体制改革”为题，在对吉林省几个乡镇进行实地调研的 基础上，阐述了乡镇行政管理体制存在的问题及已有改革面临的困境，分析了乡镇行政 管理体制改革所面临困境极其造成这种困境的原因，进而从地位作用、职能体系、组织 结构、运行程序、制度规范等方面提出了有关深化乡镇行政管理体制改革的基本构想。 本文的基本观点是：把建设服务型政府作为乡镇行政管理体制改革的总体目标，通过改 革，使乡镇政府的职能划分更加合理、机构设置更加科学、运行程序更加规范；使乡镇 政府的管理理念与方法由管制和管理向服务转化，为我国社会主义新农村建设事业提供 科学高效的体制保障。 关键词：新农村建设 ;乡镇 ;行政管理体制 I Abstract Since the reform and opening up, China has undergone fundamental changes in rural areas, with rapid economic development of agriculture, a substantial increase in income of farmers and great progress in the construction of rural areas.
