Considering the concept of earthquake d isaster reduction and refuge, the index system m ainly included three sen ior grade indexes such as security, transport accessib ility and valid ity and eight jun ior grade indexes. A synthetical evaluation system ( SES) w ith fuzzy optmi ization theory, entropy and comprehensive index model as core techn ique w as built tak ing RS ( remote sensing) and GPS ( global position ing system) as data acqu iring method and GIS ( geograph ic inform ation system) as data analyzing p latform. Huangpu D istrict of ShanghaiMun icipality w as selected as a case study by using SES.
