摘 要 摘 要 近几年，为响应国家完善农村医疗保障制度的号召，推广和建立新型农村合作医疗 成为医疗卫生工作的重点。在国家的正确领导和各级政府的共同努力下，我国在2010 年底实现了新型合作医疗的全面覆盖，在减轻农民的经济负担，解决农民“因病致贫、 因病返贫”的问题上取得了显著的成效，但是，与城市医疗保障相比，广大农村的医疗 保障体系仍旧比较落后，不仅阻碍了农业经济的发展，还会对整个中国的经济安全与社 会稳定产生重要的影响。2011年是我国“十二五”开局之年，继续完善农村社会医疗保 障，对维护农民身体健康，发展农村医疗卫生事业，促进经济和社会的持续、稳定与和 谐，都具有重要的意义。河北省是一个农业大省，农村人口有4928万人，占总人口的 70%，农民收入地区性差异大，经济水平较低，因此如何针对河北省的社会经济实际情 况，充分利用现有资源，继续建设和完善新型农村社会医疗保障，成为摆在我们面前的 重要课题。 本文共分为五章，第一章阐明了本文选题的背景和意义、对国内外研究文献进行了 评价；第二章阐述农村社会医疗保障理论基础，并探讨了农村社会医疗保障体系建设的 意义；第三章对河北省农村社会医疗保障的现状进行了分析；第四章得出河北省农村社 会医疗保障存在的问题及原因；第五章对完善河北省农村社会医疗保障提出对策措施， 并对继续完善河北省农村社会医疗保障体系做出展望。 总之，随着社会的发展，我国农村的医疗保障系统还会面对更多的挑战，建设高度 发达完善的河北省农村医疗保障，我们任重而道远。 关键词 河北省 合作医疗 医疗救助 补偿机制 I Abstract Abstract In recent years, the new rural cooperative medical system promotion is rural medical treatment to ensure a system to become the focus of national attention.
