诚信+党建+法治=？ 非公企业廉洁文化建设探索 曹瑞冬 (南京农业大学工学院,江苏 南京 10307) 摘要： “只要让位于市场，一切关系都能理顺。”[1]这样的思想潮流在全世界越来越得势。中国奇迹般的的发展速度得益于中国社会主义市场经济体制的建立。中国社会主义市场经济既具有中国特色社会主义的本质特征，又包含了市场经济的一般现象，这主要体现在非公有制企业的发展建设上。非公有制经济作为拉动中国经济腾飞与满足就业需求的巨大引擎，也存在着腐朽的经济犯罪与思想，甚至成为中国贪污腐败的最大温床。但是，没有任何人希冀回归到计划经济统治的时代，这是时代的倒退，也不符合中国全面建成小康社会和社会主义现代化建设的目标，更违背了人民利益的实现。而面对非公有制经济的贪污腐败现象，我呼吁能够通过诚信、党建、法治三辆“马车”来打击腐败，倡导廉洁。《诚信+党建+法治=？》是对市场经济中非公有制经济的腐败诱因进行探索分析，从诚信、党建、法治道德层面、基层管理层面以及制度层面深刻认识三者在非公企业廉洁文化建设中扮演的角色，从而明确非公企业在市场经济中应当贯彻的廉洁道路。中国人的关系网很复杂，市场也是中国关系网的重要载体，只有跳脱关系网范畴的让位才能够理顺关系。 关键词： 非公企业 廉洁文化建设 诚信 党建 法治 市场经济 The integrity of the rule of law building + + =?
