To resolve civil disputes qu ickly has turned to a pressing issue that theorists, legislators and practitioners are comm only concerned about. H owever, the procedures, system s, and term s set by legislation to mi prove the efficiency of civil proceedings has not yet played their parts, and neither have the substantive departm ents found effectivem ethods to enhance the efficiency of civil tria.l Furtherm ore, theorists do not do system atic analysis of delays in the proceed ings. In order to resolve civil disputes as rap id ly as poss ible, m easu res should be taken to reduce the opportunities of delay in civil proceed ings and to construct the quick resolution mechan ism from the perspective of civil litigation as a whole.
