意识形态偏好、地方政府政策与制度演化分岔：1978-1996中国制度变迁史解释 邓宏图 （南开大学经济研究所　300071） 【摘要】本文通过引进历史逻辑起点、生产率竞赛、制度互补和企业治理等关键概念，对中国民营经济发展与制度创新的历史提供了一个新的演进论解释。本文认为，在转轨时期，地方政府的意识形态偏好会决定其民营经济政策进而影响民营企业形成对未来的预期，国有企业和民营企业间构成的生产率竞赛和制度互补关系会共同塑造某个特定地区的“制度互补特性”从而导致不同地区民营企业选择不同的企业治理结构。在不同地区各自历史条件约束下，那些较快、较为彻底摆脱传统意识形态偏好的地方政府将促使民营企业迅速获得组织的交易效率优势，从而使民营经济进入一个持续地进行自主组织创新的过程，这是温州模式的由来；那些稍慢摆脱传统意识形态偏好的地方政府会以基层政权的形式参与企业的发展过程，因而发展出了具有模糊产权结构的乡镇企业，这是苏南模式的由来；那些固守传统意识形态偏好的地方政府，更看重国有企业改革对经济增长的效应，从而不能为民营经济的发展提供合理的政策环境，这使民营企业缺乏稳定预期，因而不能使民营经济获得效率上的比较优势，这恰恰是中、西部地区民营经济的发展现状。 【关键词】历史逻辑起点 生产率竞赛 制度互补 企业治理 民营经济演进 【Theme】The evolutional explain of the constitution change in china during transition from tradition system to market system: take example for the evolution of the privately owned economy in china (Institution for Economics, NanKai University 300071) Deng hongtu 【Abstract】In virtue of introducing Initial Condition of History, production race, constitution complementarity each other, enterprise governance,etc, this paper offers a new evolutional explain to the development and change of the privately owned economy in transition process from tradition system to market tradition in china. The paper thinks that the local state ideology prejudice be inclined to influence the anticipation of the privately owned economy and their selection in making contracts to others during transition process.
