摘要人居环境是人类生存和发展的基础条件，中国作为农业人口占多数的农业大 国，农村人居环境建设对整个社会人居环境发展起着非常重要的作用。全面改善 农村人居环境，提高农村居住条件、公共设施、环境卫生等方面的水平是全面建 成小康社会的重要内容，更是农民的迫切需要。近年来，各地根据经济社会发展实际，结合本区域农村特点和农民需求，在 改善农村人居环境方面进行实践探索，取得明显成效，但从总体来看，全国农村 人居环境水平还比较低，与城市相比有较大差距。学术研究方面，虽然国内农村 人居环境理论研究的系统性在不断加强，但相对城市区域，农村人居环境的研究 成果较少，在城乡统筹视角下针对大城市周边农村人居环境进行的专项研究更 少。本文以天津市为例，采取点面结合的方法，在对全市农村人居环境数据、政 策、管理等现状进行分析的基础上，基于蓟县五村调研走访情况进行人居环境典 型性问题分析，并针对问题选取有效改善农村人居环境的个案进行研究，通过借 鉴国内外理论与实践经验，结合与市、镇、村部分工作人员和村民的个别访谈， 从村镇规划、农房建设、市政基础设施和公共服务设施、村民参与四个方面提出 改善农村人居环境的合理化对策建议，旨在充实本领域的研究，并为天津市及相 似地区制定相关政策、采取相应措施解决问题提供参考。关键词：新农村建设；农村人居环境；美丽乡村建设；乡村规划建设ABSTRACTLiving environment is the basic survival and development conditions for human beings. China is one of the biggest agricultural countries as agricultural population accounts for the majority. Construction of rural living environment plays a very important role for the living environment of the entire society. Comprehensive improvement of rural living environment, including rural living conditions, public facilities, sanitation, and other aspects is critical to the completion of a comprehensive well-off society. Besides, it is also what the peasants are crying for.In recent years, remarkable improvement of rural living environment has been achieved along with the research and practice based on the reality of economy and society development. The regional rural characteristics and needs of peasants are also taken into consideration. However, the rural living environment in general is still relatively lower than cities. From academic research perspective, although the domestic theoretical system of rural living condition is continuing in growth, very little research result is relevant to the rural living environment compared with the research on urban areas. It’s even less for the study on rural area surrounding the city with the overall perspective of balancing urban and rural development.
