摘要改革开放以来，我国积极推行农民专业合作社制度，尤其是 2007 年《农民 专业合作社法》的颁布，更加坚定了其改革的决心。农民专业合作社不仅扭转 了传统分散式、小规模生产格局，积极引入品牌化经营理念，而且通过专业知 识的培训，逐步提高了农民的综合文化水平，有效规避了市场风险，使农民自 身的合法利益得到了有力的保障。随着专业合作社的不断深入，广大农民翻身 作了主人，积极投入到现代化生产中，有效提高了质量管理水平和团结协作能 力，并在时代潮流的引导下，加强了农业管理，提高了农民收入，极大的推动 了农业经济的飞速发展。现阶段，农民专业合作社在永春县得到广大农民的支持。并经过一段时间 的切身体验，永春县农民专业合作社在标准化生产、规范化管理方面取得了较 大发展，在促进农业产业结构调整、提高农民收入、增强农民抵御和防范市场 等风险的能力等方面发挥了重要作用。但基于整体角度出发，专业合作社受传 统理念束缚较深，在发展过程中出现了利益分配不均、管理不到位等弊端，在 一定程度上阻碍了农民专业合作社和谐发展。基于此种发展模式下，研究农民 专业合作社有效运营机制，对全面落实十八大会议精神，深化农业改革、积极 促进农民高效化、规范化生产，确保农业经济的可持续发展具有重要意义。由于市场经济的限制，农民若想构建和谐的专业合作社体系，就必须全面 依靠政府阶层、专业合作社以及广大农民群体的高度统一、积极配合。应该通 过加大政策扶持力度、明晰产权关系、合理配置决策权、健全监管网络、构建 合理的利益分配机制、强化风险保障机制等来推进农民专业合作社运行机制的 完善。当然，农民专业合作社的运行机制的完善是一个长期的过程，需要在实 践中结合各地的实际情况不断加以探索，同时，还要善于借鉴世界上其他国家 和地区的有益经验和做法。关键词：农民专业合作社运行机制永春县AbstractSince the reform and opening-up, China has actively implementing the system of farmers professional cooperatives, especially the 2007 years of professional farmers cooperatives law promulgated, the more firmly its determination to reform.
