摘 要全球经济高速发展，与此同时，诸多因发展带来的问题也逐渐凸现出来。全球 资源性原料的缺失以及环境条件日益恶化等问题都将成为全球未来的挑战。全球海 洋面积占地球总面积的 71%，拥有丰富的自然资源。近几年，海洋经济快速发展，众 多新型海洋资源不断被开发利用，为传统的海洋经济快速发展带来的环境和资源问 题带来了新的解决途径。世界各个经济体均开展了以海洋经济为要点的“蓝色经济” 发展战略，可以说，21 世纪是海洋世纪。2011 年上半年，《山东半岛蓝色经济区发展规划》的正式批复，这是中国首个以 海洋经济为要点的区域性的战略发展规划。通过对美国、日本、加拿大和澳大利亚 等世界海洋经济发达国家成功发展海洋经济所得成果与经验的分析与总结，能够在 更高程度上促进山东半岛蓝色经济区海洋经济创新发展。本文运用 SWOT 分析法，对 山东半岛蓝色经济区海洋经济创新发展中内部的优势与劣势以及外部环境中将要面 临的机遇和可能遭受威胁分别进行了分析研究。为提高海洋经济创新发展能力，我 们首先运用科学的方法对山东半岛蓝色经济区海洋经济的创新发展运行状况、实现 程度、取得成果进行评估，创新发展能力评价是创新发展从理论阶段上升为实践阶 段的前提。本文在研究产业创新发展能力与海洋经济创新发展能力的基础上，结合 山东半岛蓝色经济区海洋经济实际的具体情形，构建了山东半岛蓝色经济区海洋经 济创新发展评价指标体系，然后运用 SPSS 软件，选取主成分分析法，对山东半岛蓝 色经济区海洋经济创新发展状况进行综合打分，且采用同样的方法，对山东半岛蓝 色经济区内七个地市的海洋经济创新发展能力评估并综合打分，为创新发展战略的 研究提供了服务。在前文对山东半岛蓝色经济区海洋经济创新发展现状的阐述及实 证分析基础上，我们有针对性的提出了海洋经济创新发展的政策建议。所提出的政 策建议主要涉及优化海洋经济产业结构、落实科教兴海战略、提升海洋生态环境保 护能力三方面。合理的政策建议是引导海洋经济创新发展的重要保证。关键词：山东半岛蓝色经济区；创新发展；评价模型AbstractWith the rapid development of the world economy, many problems have appeared at the same time. For example, the shortage of resources and the deterioration of the environment are becoming increasingly serious. The area of global ocean accounts 71% to the total area of the whole earth that means the ocean has rich natural resources. In recent years, marine economy has been developing rapidly and useful new type marine resources have been discovered constantly. It has brought new opportunities to solve two major problems of resources and environment, which plagued the human survival and sustainable development.
