The everlasting exploitation of the resources is a foundation that can keep on the development.The resources of the land and it makes use of to carry the special history mission in can keep on develop process.The current land makes use of the present condition and practices from the our country to see, still exist the problem of many" can't keep on", if the pollution, soil erosion, sand in the land turn, the quantity of the land deteriorates the etc., facing the increasingly rigorous person a relation, how the exploitation efficiency that raise the land also keep the lasting exploitation of the land, alleviate the population growth and guarantee the national food safety to the pressure of the land, depend on to tidy up the work extensive to push forward the amiable benefit to open the exhibition in the land.This text try from can keep on the angle of the exploitation, study the our country opens the meaning of the sorting in the exhibition land and it to can keep on the contribution of the development, and to further the perfect land tidied up the work to put forward the counterplan suggestion. 　 Keywords: Land used for city; Land resource; Sustainable development 引言：经济发展是人类永恒的主题，而土地资源又是人类生存不可脱离的物质基础，发展与土地利用之间相互制约，又相互依存，这个问题在我国长期以来没有得到解决。改革开放以来，各种资源按照市场经济规律重新组合，短缺的土地资源如何得到合理高效利用，如何与城市持续发展相协调，便成为当前经济生活中的主题。然而，随着我国经济持续快速发展和城市规模的不断扩大，土地资源利用问题也日益突出，很值得人们思考。 实现这一需求，作为政府行为，加强对土地的利用和管理。随着我国城市化水平的不断提高，城市人口增长需要相应的土地供应，从而占用部分耕地，这是符合经济发展规律的。同时，按照城市用地增长弹性系数(城市用地增长率/城市人口增长率)，适当留有发展预留地也是符合城市发展规律的。但是，在符合客观规律的前提下，盲目扩大占地规模，把城市的合理发展不适当地变成乱占耕地，应予以纠正。具体表现有： 1.1
