摘要根据城市化和产业经济相关理论，城市化与产业转型升级之间具有密切的相关关系。分析山东省乃至全国城市化和产业发展状况，可以发现存在许多问题，且两者协调发展状况有待改善。在经济发展处于“新常态”局面下，迫切的需要增强城市化和产业转型升级互动发展的协调性，以此寻找刺激经济增长的新动力。因此，定量分析城市化发展和产业转型升级之间的互动关系及动态模拟未来两者主要发展指标的变化趋势具有理论研究意义和政策指导意义。为了定量考察和判断区域城市化发展对产业转型升级的支撑作用以及产业转型升级对城市化发展的推动作用，本文首先构建了城市化和产业转型升级互动效应的概念模型，作为文章研究的基本框架；在建立城市化和产业转型升级的指标体系、测算相关发展指数（城市化水平、城市化质量、经济水平、产业结构、经济效益及两型发展等）的基础上，采用SVAR模型对城市化与产业转型升级之间的动态互动关系进行了定量分析，以此来判断各发展指数当期与滞后期间存在的相互影响关系；Granger因果检验则更直观的挖掘各发展指数间的因果关系；在系统分析城市化和产业发展系统结构、功能和行为的内在联系，构造系统要素（城市化、产业发展、农业现代化、教育发展、科技发展及社会需求等）在相互作用中发展变化的系统动力学模型，并假定未来经济增长主要指标值（GDP增长率8%、RD投入增长率13.68%、城镇建设用地增长率为2.09%），对2015-2020年城市化和产业发展主要指标值进行仿真预测；最后，基于本文实证分析结果及借鉴国内外城市化和产业转型升级协调发展路径，提出有效推动山东省城市化和产业转型升级协调发展的政策建议。本文提出的理论模型和分析方法是对城市化和产业发展理论的补充，也为相关的实证研究提供方法和技术支持；本文分析得到山东省城市化和产业转型升级动态互动关系的信息，可为有关政府部门制定城市化和产业均衡发展及转变经济发展方式等政策提供理论依据。关键字：城市化；产业转型升级；互动关系；SVAR；系统动力学模型AbstractBasedonthetheoryofurbanizationandindustrialeconomy,urbanizationandindustrialtransformationandupgradinghaveaclosecorrelation.AnalyzingShandongProvinceandeventhecountrysurbanizationandindustrialdevelopment,wecanfindsomeproblemsanduncoordinatedplace.Underthenewnormalsituationofeconomicdevelopment,ourgovernmenturgentlyneedtoenhancecoordinateddevelopmentofurbanizationandindustrialtransformationandupgradingtoexcavateanewimpetusofeconomicgrowth.Therefore,therearetheoreticalsignificanceandpolicyguidancetoquantitativeanalysisoftheinteractionbetweenurbanizationandindustrialtransformationandupgrading.Inordertoquantitativelyinvestigateanddeterminetheinteractionsbetweenurbanizationandindustrialdevelopment,firstlythisarticleconstructtheconceptualmodelofinteractiverelationshipbetweenurbanizationandindustrialtransformationasthebasicframeworkfortheresearcharticle;OnthebasisofsettinguptheIndicatorSystemofurbanizationandindustrialdevelopmentandestimatingrelateddevelopmentIndex(includingurbanizationlevel,urbanizationquality,economiclevel,industrystructure,economicbenefit,twotypesofdevelopment),weuseSVARmodeltoquantitativeanalysistherelationshipofthecurrentand
