論文摘要　Abstracts 主題發言 Keynote Speeches 1. 歐盟的經驗與珠三角區域一體化的制度創新 陳瑞蓮教授（中山大學地方政府與區域公共管理研究所 《珠江三角洲地區改革發展規劃綱要（2008-2020年）》的頒佈和實施，標誌著珠三角區域一體化問題上升為國家層面的公共政策議題。推進珠三角區域經濟一體化已成為當前政府官員、學者、媒體和民眾熱議的話題。雖然歐盟的情況與珠三角有著許多不同之處，但歐盟推進區域一體化的理念思路、體制機制和政策工具等基本經驗對於珠三角區域一體化發展有著重要的借鑒意義。本文擬以歐盟區域一體化為借鑒，從制度層面研討推進珠三角區域經濟一體化的基本路徑。 關鍵字：歐盟；珠三角；區域一體化；制度創新 Up to now, the European Union (EU) has become the largest regional connective organization in the world. The European Union (EU) is seen as the successful paradigm of international regional public management in the world, exploring a certain universal developmental path of regional integration. The Plan for Regional Development and Reform of Pearl River Delta (2008-2020) puts forward that promoting regional integration of Pearl River Delta is the national public policy agenda. Promoting regional integration of Pearl River Delta has become a public topic among the officials, the scholars, the media and the people. We can learn from the successful experiences of regional integration of the European Union, although the situation in the European Union is different from the Pearl River Delta. Studying and learning from the the successful experiences of EU’regional integration will make much sence in theory and practice as we are in the process of promoting regional integration of Pearl River Delta. Keywords: The European Union; Pearl River Delta;Regional integration; Regional public management; Institutional innovation 2. 提昇管治能力：澳門、香港及廣東整合 曹景鈞教授（香港中文大學政治與行政學系 在公共管治及政治領域中，已有大量相關文獻談及建立國家能力及行政能力。然而，很少人會注意到包括澳門、香港及廣州等不同城市的珠江三角洲的行政能力。這是一個重要的課題，因為它擁有三個獨立卻又相互交織的行政單位。它們擁有不同的法律、行政和體制安排。澳門是由葡萄牙的法律和行政傳統作主導，而香港則擁有英國的傳統。這三個地方將進一步在物流、服務及旅客等方面彼此充分整合，在污染控制、清潔飲用水、食品安全、基礎設施建設，如港珠澳大橋，甚至每一個不同的行政區域所面對的危機管理方面尤其明顯。 本文嘗試使用一個概念框架觀察這三個地區在建立管治能力的重要性，並勾劃出其優勢及弱點。最後將談及三地之間的合作及政策建議。 There has been vast literature on building state capacity and administrative capacity in the realms of public administration and political science. However, scant attention has been given to the administrat
