推进区域义务教育均衡发展的公共政策研究 livilli11111 、ji344情 、j i34 4情 ι1 4 t· E也‘ P 一一以金华市为例 摘要 新中国建立后，我国把提高民族素质、普及义务教育当做崇高而神圣的责任。 从把义务教育作为教育工作的囊中之意，到把农村义务教育作为教育工作的章中 之重，再到把均衡发展作为义务教育的重中之茧，是教育思想的升华、教育工作 重点的转变。均衡发展是我国义务教育发展历史和现实的双重选择。 金华作为一个地级市，全市义务教育己商标准地得到了普及，办学条件得到 显著改善，教育整体水平明显提高。但县城之间、城乡之间、学校之间办学条件 和办学水平还不均衡，优质教育资源总量还不能满足全市人民群众的需求。教育 是国家发展的基石，维系着每个家庭的美好期盼，教育公平是社会公平的基础。 义务教育的均衡、优质发展是群众对教育的迫切要求。办好市城每一所义务教育 段学校，为适龄儿童、少年提供相对平等的受教育机会，保障人人享有平等受教 育的权利，促进教育公平，加快文化大市、教育强市建设，打造浙中教育中心， 必须加快统筹义务教育均衡发展进程。 本文从公共管理学的角度研究义务教育均衡发展问题，分析金华市义务教育 均衡发展现状以及存在问题，最终从三方面提出了解决义务教育均衡发展的策 赂，即强化责任，建立义务教育均衡发展的问责机制;创新制度，建立义务教育 均衡发展的保障机制;积极行动，采取有力措施促进义务教育均衡发展。 关键询:义务教育:均衡发展:公共政策 t4产 t 14 品嘈 II II STUDY OF PUBLIC POLICY ON PROMO丁卧 GTHE BALANCED DEVELOPMENT OF REGIONAL COMPULSORY EDUCATION 卧 J卧 HUA 制 Abstract A位er the founding of new coun町 China has realized the 10负y and sacred responsibility on improving the national quality and popularizing compulsory education. Balanced development is the double choice of history and reality of compulsory education in China. Jinhl础， as a city，its compulsory education has been popularized according to high criter队 school conditions and education levels have been improved obviously. However ，the school conditions and education between city and countryside schools are not balanced ，and the good educational reso田ces cannot meet the peoples demands from the whole city.Education，ωthe foundation stone of the countηs development ，sustains good exp侃侃tions of each family. Education equality is the basis of social equality. The balance of compulsory education and good development are u昭ent peoples demands on education. In order to provide equal educational opportunitoes for children and adolescents of the right age，each school in the city should be paid much attention. In order to be
