April, 2011 重庆大学硕士学位论文中文摘要 重庆大学硕士学位论文 中文摘要 I I 摘 要 因特网不但是一种信息能在瞬间生成、瞬间传播、实时互动、高度共享的传 播媒介，而且还以离散的、无中心的结构模式和运作为特征，基本消除了歧视， 实现地位平等地参与。现在，互联网在中国已经发展到很大的规模，并且悄然进 入了一个前所未有的时代——网络时代。在网络化背景下，互联网正逐渐成为传 递原生态民意的重要渠道。人们通过网络了解国内外的重大事件，进行信息交流 和发表政治见解。网络政治参与已逐渐趋于常态化，正成为公民参政、议政的重 要载体和工具，这在很大程度上摆脱了政治控制的全新的政治参与方式。但同时 也给中国政治带来了新的机遇和挑战。就其作用而言，可以说是建设性和破坏性 并存、现实局限性与发展空间的广阔性同在。而且目前关于我国公民网络政治参 与的研究正处在初始阶段，网络政治参与理论的系统框架还有待完善和深化。分 析网络政治参与对于引导我国公民理性地进行网络政治参与活动，促进我国公民 政治参与的有序化发展，建设社会主义民主政治和政治文明具有重要的理论和现 实意义。 关键词：互联网，网络政治参与，政府行为 重庆大学硕士学位论文英文摘要 重庆大学硕士学位论文 英文摘要 Ⅱ Ⅱ ABSTRACT Internet is not only a communication media that can instantly generate, spread and instantaneously interacts, highly share information; and has generally eliminated discrimination and achieved equal participation with the trait of discrete acentric mode and motion. Now, the Internet in China has developed into great size and quietly entered an unprecedented era-the Internet era. Under the background of networking, the Internet is gradually becoming an important channel to transfer original public opinion. People get access to home and international important incidents, exchange information and express political opinions all through the Internet. Network political participation has gradually become normalized as an important carrier and tool to take part in and discuss politics which on a large scale shakes off political control. However, it brings Chinese politics new chances and challenges at the same time.
