万方数据 万方数据 中文摘要 随着我国信息公开制度的完善和互联网技术的发展，网络问政这一通过互联 网技术为公众提供政治参与平台的形式日益受到重视，网络问政是政府信息公开 的一个举措，保障了公众的参与权和知情权。 本文首先在对广东省这一网络问政强省的网络问政相关案例进行分析的基 础上，总结出了我国网络问政的特征、发展历程及当下的发展趋势。 其次，本文还通过总结我国网络问政的表现类型对当下我国网络问政平台的 搭建模式进行了分析与建构，当下我国大多数的网络问政平台都采用了以下构建 模型，分别是单向信息流模式、三极沟通模式和二极直接互动模式。 通过案例的分析，本文发现了当下我国网络问政中存在政府信息公开不足导 致问政信息流割裂、政府与公民的议题互动度仍需提高、常态下的网络问政活动 实际效果并不理想等问题。 针对以上问题，本文从传播模式的视角，对网络问政平台现行的两种信息流 传播模式进行了构建，在总结归纳现行网络问政平台两种信息流动模式的优点和 不足基础上，发现了政府信源地位被削弱是影响网络问政效果的一大原因。基于 这一研究发现，本文创新性地提出了“网络问政平台的信息流传播优化模型”， 改善了普通网络问政中政府发声不足的问题。 最后，本文着重从扩大政府信息公开、提高公众知情权、参与权等权利的法 律的保障、网络问政流程制度的完善等几个层面提出了对策与建议。 关键词：网络问政 政府信息公开 议题互动 参与权 知情权 I 英文摘要 Abstract: With the development of the technology of internet and the disclosure of government information, political network is getting increasingly important. Net work political is a kind of disclosure of government information, ensure public’s right to know and right to participate. This study try to demonstrate the specially the way of development and the way to go of network political This study also build the model of network political , and build a better model of political network by the perspective of communication firstly. By the example, this study found that in the network political, government could be absent at anytime they want because there is no law to restrict government’s behavior. The interaction between government and public are not good enough. And the true effect of network political are not good like we think. This study also give the solutions of the balance of the benefit and the restriction of the law to these problems.
