摘要 摘要 财政社会保障支出是社会保障制度建设和完善的关键环节，其支出是否合理 对社会保障制度本身，乃至一国经济和社会的发展都有重大的影响。 本文在总结和借鉴前人研究成果的基础之上，通过理论与实证相结合及定性 与定量相结合的方法，根据 1998－2011 年陕西省财政社会保障支出相关统计数据， 对陕西省财政社会保障支出进行了系统分析。 首先，对陕西省财政社会保障支出水平进行分析，结果表明陕西省财政社会 保障支出水平高于全国总体水平，但仍然处于较低状态，且不适度。通过“推拉 效应”和财政社会保障支出水平弹性分析，结果表明陕西省财政社会保障支出水 平与经济增长之间虽然存在相互影响的关系，但是财政社会保障支出水平与经济 发展之间存在不协调。其次，对陕西省财政社会保障支出结构进行分析，结果表 明陕西省财政社会保障支出结构显现不合理状态，经济发展水平、居民生活水平、 人口老龄化和失业水平等因素对其有重要影响。再次，运用面板数据系统聚类分 析方法，从省际间的经济发展水平和财政支出水平等方面，对财政社会保障支出 水平省际差异比较分析，分析结果表明陕西省财政社会保障支出水平有进一步提 高的空间。最后，从完善财政社会保障支出预算管理体系、提高陕西省财政社会 保障支出水平、优化财政支出结构和财政社会保障支出结构、扩大社会保障支出 覆盖面，拓展财政社会保障支出资金渠道等方面提出完善陕西省财政社会保障支 出的对策建议。 关键字：社会保障 财政社会保障支出 陕西省 Abstract Abstract Fiscal Social Security Expenditure is the social security system of the implementation of the key link, Fiscal Social Security Expenditure is reasonable on the whole social security, economy and society has significant influence. Secondly, to analysis of the project structure of fiscal social security expenditure in shaanxi, The analysis results show that the project structure of Fiscal Social Security Expenditure in shaanxi is unreasonable, and the level of economic development, people life level, an aging population and the level of unemployment o n the have important influence. Again, through the Fiscal Social Security
