安徽财 安徽财经大学硕士学位论文 我国农村低碳经济实施效率研究 内容摘要 发展低碳经济，已经日益成为了全社会的共识。而低碳社会的建 设不仅需要发展低碳生产，同时也要倡导低碳消费；不仅要建设低碳 城市，更要建设低碳农村。本文从探求农村温室气体的排放途径出发， 分别对农业生产和农民消费两个方面进行了系统的分析，在理论上分 析了可能会对农村低碳经济实施效率产生影响的主要因素。随后运用 数据包络分析法中的 CCR 模型，选取相应的投入产出指标，对 1990-2011 年我国农村地区低碳经济实施效率进行了纵向的评价，以 及 2011 年我国 31 个省市农村地区低碳经济实施效率进行了横向的比 较。结果显示，从 2003 年起我国农村地区低碳经济的实施效率值开 始稳步上升，我国不同省份农村地区在发展低碳经济方面存在很大的 差异。在效率评价的基础上，本文采用了 Tobit 回归模型对我国农村 低碳经济实施效率的影响因素进行了实证分析，并对各个影响因素做 了深入的分析。 本文最后针对我国农村地区开展低碳经济存在的问题，提出了几 点政策建议：加大宣传力度，提高农村居民低碳意识；完善法律法规， 建立农村低碳制度体系；完善基础设施的建设，提高农村居民生活水 平；提高农村居民的收入水平；优化农村地区能源的使用结构和居民 消费结构；大力发展科技创新，实现节能减排。 关键词：低碳经济；农村；数据包络分析；Tobit 回归模型 1 THE STUDY ON THE IMPLEMENTATION OF LOW-CARBON ECONOMY EFFICIENCY OF RURAL AREAS ABSTRACT Low carbon economy, has increasingly become the consensus of the whole society.
