First, it reviews the historical process of our country’s rural labor force transfer and summarizes its special pattern; second, it elaborates on the new situation of the rural labor transfer; and then it thoroughly analyzes the internal motive and external factors for the transfer and finds the key variables that determine the transfer in combination with the analysis of the characteristics of our changing industrial and labor market structures. （3） A comparative study of the domestic and overseas rural surplus labor transfer mode. Based on a comparative study of rural labor transfer in developed countries and the developing countries, this part summarizes the successful experience of the developed countries in this field, and thereby seeks for some enlightenmental and helpful experience for us. （4）A countermeasure study of our country’s rural surplus labor transfer at the present stage. In this part, the author points out that a smooth transfer of the rural labor force in the new historical stage not only needs to promote the coordinated development of the various industries, upgrade industrial structure, perfect the labor market structure and change the employment structure, but also depends on the improvement in their comprehensive ability of the rural labor force and on the perfection of the social supporting system. To realize the improvement of labor element configuration in the whole society, the author also puts forward some corresponding measures to promote a reasonable, sustained transfer of the rural labor force.
