摘 摘 要 摘 要 我国城市房屋拆迁在很长一段时间里都是政府和公众关心的热点问题。城市 房屋拆迁问题中涉及多个利益主体，而其核心的主体便是政府、拆迁人以及被拆 迁人。在当前城市房屋拆迁现状中，这三者之间由于各自的利益不同，以及博弈 地位的差异，往往导致被拆迁人的利益受到损害，甚至最终造成整个拆迁工作的 停滞，对社会资源也是极大的浪费，同时也威胁着社会的稳定以及和谐社会的建 设。以往的研究中，主要是利用博弈论对我国城市房屋拆迁中各相关利益主体之 间的博弈关系进行分析，也为利益协调机制的建立奠定了基础。而当前的城市房 屋拆迁中利益协调机制还存在着一些急需完善的地方，难以有效地解决我国城市 房屋拆迁中遇到的各种利益冲突。本文的研究目的主要在于建立一套我国城市房 屋拆迁中利益协调机制，完善和优化以往的利益协调机制存在的不足，促使各个 利益主体之间能够实现合作共赢。 运用文献研究以及系统分析的方法进行我国城市房屋拆迁中利益协调机制的 研究。协同学理论为城市房屋拆迁研究提供了新的视角和方法论指导，在研究城 市房屋拆迁系统协同的机理、分析拆迁利益相关者协调机制作用机理以及建立健 全城市房屋拆迁利益协调机制等方面时可以得到综合的运用。通过协调机制的构 建，在城市房屋拆迁利益相关者之间建立和维护良好的合作关系，提高我国城市 房屋拆迁系统的有序性，使城市房屋拆迁系统由无序状态发展为有序状态，降低 拆迁运行中的机会主义风险，减少利益摩擦和冲突，降低交易成本，从而达到利 益主体间的利益共享，并更好地实现拆迁工作协同运行的目标。 我国城市房屋拆迁中面临的各种利益冲突，需要分析其现有利益协调机制存 在问题，并引进更多的理论对利益协调机制进行深入研究。在前人研究的基础上， 系统科学理论以及协同学理论为我国城市房屋拆迁中的利益协调机制的研究提供 了一个新的研究思路，有助于丰富我国城市房屋拆迁问题的理论研究，也为现实 问题的解决有一定的指导意义。 关键词：城市房屋拆迁，利益协调，机制 I ABSTRACT ABSTRACT ABSTRACT For a long period of time, urban housing demolition has always been a hot issue concerned by the government and the public in China. Urban housing demolition involves various interest bodies, among which the government, the demolition party and the householder are the most prominent ones. According to the present situation of urban housing demolition, it is more often than not that the householder’s interests would be damaged, due to the different interests, the game and the unequal status of the three parties. The damaging of the householder’s interests not only causes the stagnation of the whole demolition project and the waste of social resources, but also threatens social stability and the construction of a harmonious society. The previous studies on this topic often use game theory to analyze the game relationships among different interest bodies in the demolition process. These studies have laid the foundation for the establishment of the interest coordination mechanism. However, there are still some problems with the current interest coordination mechanism.
