万方数据 万方数据 Abstract The picture of public servants organization is like a pyramid, while the primary public servants are at the bottom of this tower. The quality of this bottom decide the height of this tower, as a result, the excitation for these primary servants is on the top priorities. The incentive theory of human resource management has achieved good result, while there are problems when use for the public service agent, which affected their work efficient directly. In order to serve the public, we will have to improve the efficiency of public sector human resource development. In this case, how the primary government hold and absorb plenty of high quality people for their servant team has become an important topic. According to statistical investigation and analysis of the recent civil service system reform and the current situation of local governments, analysis and argument of grass-roots civil servants incentive system is made from five aspects. The first part puts forward the problem. Taking research background and significance as a starting point, this dissertation mainly introduces research status of this topic at home and abroad and its research methods, also expounds the existing problems and main advantage of this dissertation in general. The second part studies and combs the basic concept of related issues——basic concepts of grass-roots civil servants incentive system and the introduction of relevant incentive theory. The third part is analysis of specific issues through the questionnaire survey and interviews with people. The fourth part analysis the problems. Through the analysis of the data research, this thesis analyzes the cause of the incentive status of civil servants at the grass-roots level in our country in combination with the latest public policy bus reform”, the dual system of pension reform and the salary system reform in parallel with post rank.
