华华中科技大学硕士学位论文 II II Abstract With the continued development of science and technology and the progress of society,the assessment of various types of scientific and technical research projects is more and more.But how to ensure the assessment bjective,fair,impartial,the selection of evaluation experts who are the main body of scientific research project evaluation is particularly important.The success of the assessment work of scientific research project largely depends on the level of evaluation experts,but how to select evaluation experts has become a problem for the project manager. Based on the actual scientific research project management of Wuhan Iron and Steel (Group) Corporation (hereinafter referred to as WISCO),this article first describes the current management situation of evaluation experts,then analyzes the problems of evaluation experts management,and presents a literature review about expert evaluation index,selection research and information technology in expert management.Combined the actual situation of experts selection of scientific research project,a maneuverable expert evaluation index system is built.The article gives the specific calculation method for each indicator,uses the entropy weight to determine the index weight,and gives a validation example.Then describe the selection process of evaluation experts, analyze the rules of the selection of experts.On the basis of the expert evaluation and the selection rules,this article establishes the mathematical model of experts selection that is regarded as 0-1 integer programming problem that satisfies the selection rules And call Matlab from Java to solve the selection model.Finally,this article designs and implements the selection process,the design is flexible,interface is beautiful and friendly.This greatly improves the level of scientific research project evaluation.The practical application shows that the experts selection model for scientific research project evaluation is simp
