摘要 摘 要 I I 摘 要 20 世纪 90 年代初，联合国提出了“知识经济”的概念，而当今的社会正处于 知识经济时代。随着新的技术、新的生产方式的诞生，全球性的竞争日益加剧，此 时，项目的作用便凸显了出来，因为它能将组织的战略有效地转化为成果。一个好 项目的有效实施，可以使组织更好更快地满足市场需求，提高自身实力，在激烈的 竞争环境中屹立不倒。项目管理能力，就是组织成功地达成一系列项目相关活动的 能力，而评价项目管理能力大小的工具，就是项目管理成熟度评价模型。通过对项 目管理成熟度评价模型的研究，可以使组织的项目管理能力得到有效的提高，在日 益激烈的国际竞争中站稳脚跟，其实际意义是巨大的。 本文首先阐明了文章的研究背景及意义，分析了国内外关于项目管理成熟度模 型的研究现状，并确定了研究内容、思路和研究方法；其次，阐述了有关项目管理 成熟度的对象、领域、意义、原理以及基本方法等，然后在此基础上，介绍了项目 综合评价的理论与方法，为后文构建项目管理成熟度模型的评价指标体系提供了理 论基础；然后，通过改进的层次分析法与多级模糊综合评价法的结合，构建出了项 目管理成熟度的评价指标体系，对项目评价指标体系构建的原则和思路、指标体系 的确定、评价方法的选择等各个相关环节进行了研究和探讨；最后，选取了某软件 领域的一家公司作为被评价的对象，根据所建立的评价指标体系以及评价方法，进 行了实证研究。本文的研究表明，项目管理成熟度模型的价值在于可以有效地提高 组织的项目管理水平和核心竞争力，使组织在激烈的竞争中保持独特的优势。就我 国而言，正确运用项目管理成熟度模型的方法，是将该模型与我国的实际情况结合 起来，对其不断地进行修改和完善，建立一套适合我国国情的评价模型。 关键词：项目管理；成熟度模型；评价体系；模糊综合评价 Ab Abstract II II Abstract In the early 1990s, the United Nations proposed the concept of “knowledge economy”. Nowadays, we are just in the era of knowledge economy. With the advent of new technologies and new production methods, the international competition is becoming increasingly fierce, at this point, the role of the project became apparent. The effective implementation of a good project, allowing organizations to quickly meet market demand, improving their strength and adapting to the competitive environment. The project management capability is an ability to make an organization meet market demand and improve their strength in the fierce competition environment. The project management capability is the ability about how a organize successfully reached a series of project-related activities. The tool to evaluate the ability of project management capacity is the project management maturity model. Through the study of project management maturity assessment model, it can make the project management capability of the organization to effectively improve a firm foothold in the increasingly fierce international competition, so this study is very significant. Firstly, this paper explains the background and significan
