基于宏观经济绩效产业集群转型战略研究 　　[摘要]文章在阐明产业集群基本内涵的基础上，指出对产业集群进行宏观经济绩效研究的意义。以河北省辛集市皮革业集群为例，对低成本型产业集群的宏观经济绩效进行了评价，认为产业集群必须由低成本型升级为创新型才能实现宏观经济优化，具体措施包括生产要素从初级生产要素集中向高级生产要素主导转变，成长战略由低成本向差异化转变，生产组织形式由福特制向柔性专业化转变和制度环境从政府主导向行业组织为主转变等。 　　[关键词]产业集群；宏观经济绩效；转型；皮革业 　　[中图分类号]F207 [文献标识码]A [文章编号]1002-736X(2008)07-0112-03 　　 　　On the Industrial Cluster Upgrade Based on Macro Economic Performance 　　― A Case Study of Leather Industry in Xinji, Hebei 　　Mao Jiangxing 1, He Yongjian 2, Sheng Kai 1 　　(1. School of Architecture, Tianjin University, Tianjin 300072) 　　 　　Abstract: Based on the basic connotation of industrial cluster, the signification of the research on industrial cluster under macroeconomic performance is pointed out. By taking the leather industry cluster in Xinji as example, after evaluating the performance of low cost industry clusters on a macroeconomic level, this paper indicates that low cost industry clusters have to take measures to find a way towards innovative production in order to achieve an optimization on the macroeconomic level. The necessary measures are following: the transformation of production factors, from basic factor intensive to advanced factor dominant; the transformation of growth strategy, from low cost to difference; the transformation of the production organization, from Fordism to flexible specialization and the transformation of the policy environment, from government dominant to industry organization. 　　Key words: industrial cluster; macro economic performance; transformation; leather industry 　　 　　产业集群指的是生产同类产品的若干企业以及为这些企业配套的上下游企业和相关服务业，在某个特定地理区域内高度集中的现象(王今，2005)。产业集群内部不同企业之间既有分工又有协作，彼此间激烈的竞争还能促进企业持续开展创新活动，从而成为极具竞争力的企业空间组织形式(王缉慈，2004)。近年来，产业集群转型战略的研究受到了学者的关注。一些学者提出了加快市场条件下的产业集中、构建创新网络等产业集群转型战略（郭海涛，2008；丘兆逸，2006）；另外一些学者则选择不同的产业集群，如旅游产业集群（张广海、刘佳，2007）和资源型产业（丘兆逸，2006）等开展了产业集群转型的案例研究。然而，上述研究多是强调产业集群组织形式“创新”机制，而忽略了不同类型集群对所在地域的宏观经济绩效研究（孟卫兵，20
