转型时期我国公安行政伦理建设研究 —以河南省三门峡市公安局为例 摘 要 中文摘要：公安行政伦理建设是公安机关精神文明建设的重要组成部分。随 着我国市场经济体制的日益完善，改革开放的日益深入，在价值选择多元化的冲 击下，公安机构改革和公安民警行政伦理建设己经引起国内各级政府和学者的广 泛关注。公安行政伦理建设成为公安队伍建设一项重要的研究任务。如何顺应不 断变化的外部环境，加强公安行政伦理建设，是当前加强公安队伍建设，保证和 促进公安队伍的全面健康发展的重要问题。 本文的研究以三门峡市公安局为例分析在我国转型时期的公安行政伦理建 设的现状，从传统文化、经济环境、行政体制、公安行政管理人员个人心理因素 的角度分析解释了我国公安机制改革时期的公安行政伦理失范的成因根源。在此 基础上，本文的落脚点旨在探索适应于社会主义市场经济体制、满足人民群众对 公安的新期待、新要求的公安行政伦理体系的构建，以期实现公安行政伦理建设 的目标。 本文并没有跳出行政伦理的视域寻求公安行政伦理失范的治理途径，而是围 绕着行政伦理建设本身来寻求解决方案，从理论、观念、制度、行为的层面对公 安行政伦理建设加以探讨。具体来讲，本文通过借鉴国外主要发达国家警察行政 理论建设的经验，提出实现公安行政由单纯管理型向主动服务型转变；设立专门 机构，加强公安行政伦理学科研究；塑造健全公安行政伦理人格；加快公安行政 伦理立法步伐；加强公安行政伦理教育；健全公安行政伦理监督机制等决策建议， 以期构建起与社会发展相适应的公安行政伦理体系，最终期望提高公安行政管理 人员的道德水准与整体素养，实现公安机关依法行政、依德行政、规范行政、合 理行政，从而弘扬社会正气、维护社会和谐。 当然，我国对行政伦理的研究才刚刚起步，此课题的研究依然任重而道远， 它将依赖公安行政管理人员、理论研究者、公民、社会的协力配合与努力，最终 才能从根本上遏制公安行政伦理的失范，从而实现公安行政伦理建设的价值目 标。 关键词：公安机制改革 公安行政人员 公安行政伦理 建设 During the transformation period of China public security administrative ethics and construction —— Public Security Bureau of Sanmenxia city Henan Province， for example Abstract The construction of public security administrative ethics is an important part of the public security organs in the construction of spiritual civilization.
