摘要 摘要 I I 摘 要 城镇建设用地适宜性评价是合理有效利用我国有限的土地资源以及科学指 导未来城镇规划发展方向的一项基础性工作，并且这方面的研究已经成为建设 用地规划研究的热点，得到很多规划专家和学者的关注。近年来，我国的城镇 化进程日益加快，这种现象不但加剧了城镇建设用地与耕地保护之间的矛盾， 尤其是对于山区城镇来讲，并且由于城镇的建设与扩张还给生态环境与人居安 全等带来一系列的问题。为了更好的保护耕地资源、促进城镇化发展以及优化 生态环境，对城镇建设用地进行科学、合理的适宜性评价研究越来越受到人们 的重视。但是与平原地区相比，针对山区城镇适宜性评价的研究极少。因此， 需要建立一套专门适合山地城镇适宜性评价的指标体系与评价方法。 基于以上背景，并且依据云南省人民政府第 52 次常务会议精神和《云南省 人民政府关于加强耕地保护促进城镇化科学发展的若干意见》（云政发[2011]185 号），另外针对瑞丽市评价区域自身的特点，综合考虑土地利用现状、建设性质， 依据对土地利用方式影响的显著性及资料的可利用性，选取一定的评价因子以 及合适的评价体系，建立一套适合城镇周边缓坡地建设适宜性评价的模型和方 法，再利用 ArcGIS9.3 软件为平台，采用“极限条件法”与“适宜性指数法”法 相结合的方法来分析、评定每一评价单元的适宜性及其适宜等级，得出评价区 域内建设用地的适宜程度，分别表示为高度适宜、中度适宜、低度适宜和不适 宜四个等级，研究结果表明： 瑞丽市评价区域内宜建地（一、二、三等地）总面积为 27688.71 公顷，不 宜建地为 4119.87 公顷，分别占评价区域土地面积的 87.05%和 12.95%。在宜建 地中，一等宜建地 2387.15 公顷，占宜建地的 8.62%；二等宜建地 9287.48 公顷， 占宜建地的 33.54%；三等宜建地 16014.08 公顷，占宜建地的 57.84%。可见，瑞 丽市主要城镇周边缓坡宜建地以三等宜建地为主，一等宜建地、二等宜建地和 三等宜建地的构成比例约为 9:33:58。最后对评价结果进行可行性分析，得出通 过调整城乡建设用地布局、强化坝区耕地保护这一举措，逐步将瑞丽市城乡建 设用地调整到山区缓坡宜建地，不仅是必要的，也是完全可行的。 关键词：山地城镇;城镇建设用地;适宜性评价;GIS Ab Abstract II II Abstract The urban construction land suitability evaluation is a basic rational and effective use of limited land resources, as well as scientific guidance for the future direction of urban planning and development work and research in this area has become a hot topic of the construction land planning studies, a lot of planning experts and scholarsattention.
