Then the thesis summarizes the historical process of the energy cooperation between China and Central Asia，Russia from the angle of international law and concludes some problems which took place in the course of the oil cooperation, as well as the thesis explores the reasons of the success, failure or conflicts during the oil cooperation each from the view of the unilateral legal mechanism, the bilateral legal mechanism, the legal mechanism of regional cooperation and other aspects. As far as the above reasons in the different levels are concerned, the thesis puts forward the constructive comments on the perfection of Chinese external cooperation legislation, of the bilateral legal mechanism between China and Central Asia, Russia, and of the legal mechanism of regional oil cooperation. Through the perfection of the legal mechanism on the various levels, the thesis expects to build a good legal frame for the future cooperation between our country and Central Asia, Russia，and the safeguard of our countrys stable energy supply.
